Accompany CIAT and the Ministry of Mines and Energy in the identification of alternatives and technological and financial barriers for the substitution of fossil fuels by zero and low emission fuels in Colombia, including:

• The sectors of: Thermal generation with coal, with analysis of the impact on small-scale mining, and hydrocarbon exploration and exploitation.
• Holding a workshop with coal-fired power generation, hydrocarbon and coal mining agents and stakeholders.
• Preparation of a proposal for a draft regulation to encourage the substitution of fossil fuels with a focus on coal for thermal generation and hydrocarbons.
